Permit order

State and federal permits come before the county Notice to Proceed for seawalls, bulkheads and riprap. DEP’s Marathon Branch Office handles environmental resource permits and state submerged lands authorizations for Monroe County.

No new walls on open water

County code bars new seawalls and other hardened vertical structures on open water. New walls are limited to manmade canals, channels or basins with severe erosion, where vegetation or riprap with filter cloth will not work. Irma left a high-water mark 4.11 feet above ground in Key Largo in 2017, so check any seawall that was overtopped.

Why it matters

Grade and riprap

The yard behind a bulkhead must sit at least 6 inches below the top of the bulkhead, and riprap goes at the toe of a solid seawall wherever feasible. A wall with no principal use on the lot keeps a cap no wider than 2 feet, with no davits, cleats or platforms.
