Concrete seawall cap along a Pensacola waterway

PENSACOLA, FLORIDA

Seawall Repair Pensacola

Seawall repair in Pensacola on property in flood zone V needs authorization from the right federal, state or local agency, plus a registered design professional’s finding that the wall will not divert floodwater, wave runup or wave reflection onto others (City Code Sec. 12-9-17).

Bayou Texar lots

Property on Bayou Texar from the 12th Avenue bridge to the old L&N trestle sits in a shoreline protection district. A drainage and erosion plan goes to planning and engineering before any building permit, and the city discourages development that depends on future bulkheading (Sec. 12-3-43).

Habitable structures there keep 20, 30 or 60 feet from the mean high water line, depending on the zoning district.

Why it matters

What the storms did

During Sally in 2020, the Pensacola tide gauge peaked at 5.6 feet above mean higher high water, and downtown flooded 2 to 4 feet deep (National Hurricane Center). Ivan in 2004 brought 10 to 15 feet of surge to Escambia County and knocked out spans of the I-10 bridge across Pensacola Bay.

Walls that rode out those storms can hide lost backfill behind the cap, so a repair scope should look behind the wall as well as at its face.
